Would require each public safety answering point to deploy a text to 911 service, no later than January 1, 2021, that is capable of accepting either Short Message Service messages or Real-Time Text messages.
Many youth, teens & teens are more comfortable texting than calling, so could increase their willingness/ability to report emergencies. Also in domestic violence and other circumstances the caller may want to be able to report silently if they would otherwise be “noticed” and in harm’s way.
