This bill (1) requires a California resident to ensure that the resident, and any dependent of the resident, has minimum essential coverage for each month beginning on January 1, 2020; (2) creates hardship and religious conscience exemptions, and imposes a penalty for failure to comply that is structured substantially similar to the penalty structure of the federal Affordable Care Act, including prohibits the penalty from being imposed on specified individuals, including those who would have to pay more than 8.3% of household income on health insurance premiums; and (3) makes this bill operative only if SB 65 (Pan) takes effect on or after January 1, 2020.
