Current law requires HIV education in middle schools and high schools in California with an “opt out” consent process. This bill would require that HIV education below grade 7 instead have an “opt in” signature from the parent, thereby establishing a barrier to providing such education. Opt-out systems have been shown to better reflect parents’ wishes.
